General Public Law is a discipline, which regulates the relations between the state itself and its institutions and citizens. In this context, first, the state and then the fundamental rights and freedoms of individuals are discussed. General Public Law covers the theory of the state and the theory of human rights. This discipline deals with the theories, historical and intellectual bases of the birth of the state, factors of the state, sovereignty, democracy, nature of the modern state, sense of nation state, liberal state, state of law, social state, sense of globalization and ideologies. Considering human rights theory, the process of limitation of state power, national and international documents, mechanisms of human rights and development of process of human rights in Türkiye are discussed.
